England will ban energy drink sales to under-16s from April 2027. A cup of coffee, which contains comparable caffeine, will remain perfectly legal. That gap is the most revealing thing about the policy.

The government confirmed the ban on 16 July. From April 2027, shops, vending machines and online retailers in England will be prohibited from selling drinks containing more than 150mg of caffeine per litre to anyone under 16, with local authorities enforcing it and fines of up to £2,500 for businesses that breach it. Tea, coffee and standard soft drinks are exempt.

What the Ban Actually Says

The threshold is 150mg of caffeine per litre. Above that line, a drink cannot be sold to anyone under 16 in England from April 2027.

That captures the main energy drink brands and excludes almost everything else. Coca-Cola contains roughly 34mg per 500ml — well under. Tea and coffee are explicitly exempt regardless of their caffeine content.

Enforcement sits with local authorities, the legal mechanism is secondary legislation under the Food Safety Act 1990, and retailers carry responsibility for age verification, with fines up to £2,500 for breaches. Most major supermarkets have operated a voluntary version of this since 2018; the change is that it becomes law and covers everyone, including corner shops, vending machines and online sellers.

The government's stated rationale is that around 100,000 children in England drink high-caffeine energy drinks daily, and that children in more deprived areas and households are more likely to consume them — making this an inequality intervention as much as a health one.

The Coffee Problem

Here is the objection that gets raised immediately, and it deserves a straight answer.

A 500ml can of Monster contains around 160mg of caffeine. A 250ml filter coffee contains roughly 90mg. A large coffee-shop americano can exceed 200mg. If caffeine is the danger, why is one banned for a 15-year-old and the other sold freely?

Three reasons, and only the first is about the molecule.

Dose per serving and speed of consumption. Energy drinks are sold cold, sweet and carbonated in large single-serve cans, and they are drunk quickly — often within minutes. Coffee is hot and bitter, which naturally paces consumption, and rarely consumed in 500ml single hits by teenagers. The same amount of caffeine delivered fast produces a sharper peak in blood concentration than the same amount sipped over twenty minutes.

The sugar. Energy drinks typically contain 9–13g of sugar per 100ml, which makes a 500ml can a substantial sugar-sweetened beverage in its own right. That brings dental erosion, decay and the metabolic consequences of high sugar intake — none of which apply to black coffee.

The other stimulants. Taurine, guarana and ginseng are common additions. Guarana in particular contains its own caffeine, which is not always fully reflected in the stated caffeine content, meaning the actual stimulant load can exceed the label.

So the exemption is not inconsistent so much as targeted. The policy is aimed at a delivery format, not at a compound.

What the Evidence Shows

The strongest and most consistent finding concerns sleep, and it is not marginal.

A systematic review and meta-analysis found that energy drink consumption significantly increased the odds of insomnia — roughly five-fold compared with controls — and of jitteriness and restlessness by about three and a half times. Among under-18s specifically, the most frequently reported adverse effects were insomnia (35.4%), stress (35.4%) and depressive mood (23.1%).

Sleep is the mechanism that makes everything else worse. Adolescents need more sleep than adults and are already fighting a biological shift toward later sleep onset. A stimulant consumed in the afternoon or evening, with a half-life of five to six hours, delays sleep further. Less sleep produces poorer concentration, lower mood and worse emotional regulation the following day — which is precisely the cluster of problems teachers report. On the cardiovascular side, the evidence is more acute than chronic. Randomised trials show energy drinks raise heart rate and blood pressure in the hours after consumption. Case reviews of energy drink-related presentations in children and adolescents document arrhythmia, hypertension and, rarely, more serious cardiac events — though in the majority of those cases additional triggers or pre-existing conditions were present.

There is also a broad set of behavioural associations: one study of over 1,700 school students found those consuming energy drinks had a 66% higher risk of hyperactivity and inattention than those consuming no caffeine. Where the Evidence Is Weaker

A piece that stopped there would be overstating it.

Most of the behavioural evidence is cross-sectional — it measures energy drink consumption and outcomes at the same moment, and cannot establish which came first. Teenagers who drink four cans a day differ from those who drink none in many respects: sleep habits, family circumstances, school engagement, other substance use. Some of the association between energy drinks and poor academic performance is almost certainly those other factors doing the work.

The reviews themselves note this. Consumption is more common among adolescents with lower grades, lower parental monitoring, or peer groups where it is normalised. Energy drinks may be a marker of a wider pattern as much as a cause of it.

What survives that caveat is the acute, mechanistic evidence: caffeine at these doses measurably raises heart rate and blood pressure, measurably disrupts sleep, and measurably produces jitteriness and anxiety in a dose-dependent way. Those are randomised findings, not correlations. And the sugar content is simply a fact about the product.

So the fair summary is: the strong claims about sleep, cardiovascular effects and anxiety are well supported. The broader claims about grades and behaviour are plausible but confounded.

What This Means in Practice

For parents, the useful framing is not that energy drinks are uniquely poisonous, but that they are a badly designed delivery system for a drug that adolescents are more sensitive to than adults.

The timing matters more than the total. Caffeine has a half-life of around five to six hours, meaning half of an afternoon can is still circulating at bedtime. A drink at 4pm is a sleep problem at 10pm.

Watch the stacking. A can before school, another at lunch, another before football adds up to a caffeine dose that would be substantial for an adult, in a body that is smaller and more sensitive.

The sugar is not incidental. These are sugar-sweetened beverages, and the dental consequences alone are well documented.

And the ban has limits. It applies in England from April 2027, covers only drinks above 150mg per litre, and does nothing about the 16- and 17-year-olds who will still buy them, the coffee-shop americano, or the drinks bought by an older sibling. Most supermarkets have restricted sales voluntarily since 2018, and consumption has continued to rise regardless. The Bottom Line

The ban is a reasonable, narrowly targeted piece of policy, and the criticism that it's inconsistent because coffee is exempt misunderstands what it's aimed at. Energy drinks are not simply caffeine — they are a large, cold, sweet, fast-consumed dose of caffeine plus sugar plus additional stimulants, marketed hard at exactly the group least equipped to moderate it.

The evidence that they disrupt sleep, raise heart rate and blood pressure acutely, and produce anxiety and jitteriness is solid. The evidence that they wreck school performance is weaker and confounded, though the sleep mechanism gives it a plausible route.

The most useful thing for a parent is not the legislation but the timing rule: caffeine consumed in the afternoon is still working at bedtime, and a tired teenager who fixes tiredness with a stimulant has entered a loop that gets harder to leave.
